Goals:

-Reduce unhealthy and risky alcohol and other drug use by changing attitudes, knowledge, and policies, and by supporting services for prevention, screening, intervention, treatment, and recovery.

-Reduce Adult Arrests in Washburn County for Driving under the Influence

Action Steps:

  • Continue & Support State & Federal Laws Related To Driving Under The Influence
  • Continue & Support Law Enforcement Substance Abuse Prevention Activities
  • Continue & Support Funding For M-Team, WC AODA Committee, School AODA Programs, and Local Community Programs
  • Monitor ER Visit Reports related to Alcohol & Drug Abuse
  • Continue Surveillance of Washburn County Deaths By Age and Cause, Monthly

Goals:

-Increase the amount of youth reporting breakfast 7 days a week

-Decrease the amount of adults who are overweight or obese

-Decrease the amount of WIC participants and pre-pregnant mothers who are obese

Action Steps:

  • Continue Free/Reduced School Breakfast and Lunch Programs
  • Continue Week-end Back Pack Meal Programs
  • Increase Awareness of Local Services/Programs Available
  • Continue & Support Community Food Pantries
  • Continue & Support Ruby’s Pantry Program

  • Increase Awareness/Understanding of the FoodShare Work Requirement
  • Support and Increase Awareness of Community Gardens

  • Continue and Increase Awareness of Community Weight Loss Programs and Support Groups
  • Increase Awareness of Available Community Nutrition Education and Food Resources
  • Continue and Increase Awareness of Family Activities and Nutritious Food Activities
  • Increase Awareness of Diseases/Medical Conditions related to Obesity and available resources
  • Continue and Support Physical Activities sponsored by the Schools
  • Continue and Increase Access for Walking at the County Schools
  • Acknowledge and Increase Awareness of “The Source” as the local directory of available physical activities by all providers and local organizations by them adding the Link to “The Source” to their websites
  • Continue and Support Local Clubs and Organizations; White Tails, Ski Club, Scouts, etc
  • Support and Continue Physical Activities Sponsored by the Community i.e. Runs/Walks

-Explore Need to expand the NARCON Program and/or initiate a Needle Exchange Program

Action Steps:

  • Continue & Support Law Enforcement Substance Abuse Prevention Activities
  • Continue & Support Funding For M-Team, WC AODA Committee, School AODA Programs, and Local Community Programs
  • Monitor Law Enforcement Arrest Log For Injection Drug Use, Especially Heroin
  • Monitor ER Visit Reports related to Alcohol & Drug Abuse (including prescription)
  • Continue Surveillance of Washburn County Deaths By Age and Cause, Monthly
  • Explore Needle Exchange Program Options In Advance of Need
  • Continue Communication With EMT’s, Hospitals & Law enforcement Regarding NARCAN
  • Explore Cost and Shell Life of NARCAN
  • Continue to Monitor HBV, HCV, and HIV/Aids Cases in Washburn County regarding the need for a Needle Exchange Program
  • Revamp the Washburn County Prescription Drug Abuse Work Group
  • Providers and Pharmacies to Continue to Utilize the Prescription Drug Data Base
  • Attend Educational Opportunities related to Prescription Drug Abuse including NarCan & Needle Exchange and report to the Steering Committee

Goals:

-Reduce Tobacco Use and Exposure Among Youth and Young Adults

-Reduce Tobacco Use and Exposure Among the Adult Population

Actions Steps: 

  • Continue and Support Tobacco Compliance Inspections
  • Support and Monitor WI Youth Risk Survey
  • Increase Public Awareness of Compliance Inspection Results
  • Support Legislation Regarding Increasing the Age for Tobacco Purchase/Possession to Age 21
  • Support WI Bills related to E- Cigarettes and Vapors
  • Explore Letter of Support templates and distribute to Committee Members and local Organizations and Businesses for their support so they respond directly to the Representatives in Madison on the issues of Tobacco, E-Cigarettes and Vapors
  • Continue & Support WI WINS Program
  • Continue to Monitor and Report State Data Related to Tobacco
  • Increase Awareness that the ACA, BC+, and Most Private Insurance Plans Cover Quit Smoking Aids by Prescription including Behavior Counseling.
  • Continue & Support Community Quit Smoking Classes; Currently offered 2-3 times per year
  • Continue to Assess Patient Smoking Status @ Each Encounter And Provide Appropriate Education/Intervention
  • Continue & Support Community Education related to tobacco use and 2nd & 3rd Hand Smoke. Service providers including Dental, Medical, Mental Health, Hospital, and the Health Department to Make Resources Available on their Websites
  • Continue & Support HeadStart Smoking Education Classes
  • Continue Support for education of Mental Health Professional regarding Tobacco Use

Goal:

-Decrease the amount of Washburn County residents who report they delayed seeking services for one of the following: No Insurance, Costs too much, Insurance didn't cover, Transportation, Hours of operation, or Unsure of what services were available

Actions Steps:

  • Increase Awareness of services available in Washburn & Surrounding Counties
  • Increase Awareness of available Financial Options
  • Continue BC+ Enrollment Assistance
  • Continue & Support ACA Application Assistance
  • Continue to monitor the Lack of OB Services in Washburn County
  • Continue to monitor Transportation Concerns
  • Support increase in BadgerCare+ for those 100- 138% above Poverty Level
  • Monitor After House Appointment Requests for Dental, Medical & Financial Services
  • Update List of Local Dental Providers who accept MA and Continue to Monitor
  • Continue to monitor Dental, Medical, and Mental Health Provider/Patient ratio
  • Continue Financial and In-Kind support of the Rice Lake Area Free Clinic
  • NorthLakes to explore the possibility of contracting with Local Dental Providers for MA and Sliding Fee Clients
  • Support and Continue the 11 year old Immunization Outreach/Recall Program offered through NorthLakes Health Clinic
  • WCHD will initiate a HPV Recall Program for all Washburn County Residents (male & female) ages 11-26.
  • Increase Community awareness that the Health Department can provide HPV Vaccine to those who are uninsured and underinsured through age 26 for the suggested donation of $5.00
  • Increase Provider Awareness that the Health Department can provide HPV Vaccine to those who are uninsured and underinsured through age 26 for the suggested donation of $5.00

Goal:

-Decrease the amount of Washburn County residents who delayed seeking services

Action Steps:

  • Increase Awareness Of Available Resources in Washburn & Surrounding Counties
  • Increase Public Awareness/Knowledge related to the Prevention of Chronic Diseases/Conditions
  • Continue to Monitor Hospitalization Reports
  • Continue to Monitor WC Death Report for Cause of Death, Secondary & Clusters
  • Continue Support of VFC & State Immunization Program Funding and Services
  • Continue Support of WI Well Women Program
  • Continue Support of Reproductive Health Program
  • Continue Community Radon Detection Program
  • Continue Screening for Tb
  • Continue TB Dispensary Program & Increase Awareness of Program among Local Medical Providers and Hospitals

Goals:

-Reduce disparities in suicide and mental health disorders for disproportionately affected populations of differing races, ethnicities, sexual identities and orientations, gender identities, and educational or economic status.

-Reduce the number of suicides in Washburn County and the number of arrests related to mental Health Disorder by Removing the stigma & Barriers surrounding Mental Health Disorders & Seeking Treatment.

Action Steps:

  • Increase knowledge of Mental Health Disorders and Awareness of Resources available to Washburn County Residents
  • Continue & Support Dementia Friendly Community
  • Develop a Universal Referral Form for Mental Health Service Assistance Needs for use by all Washburn County Service Providers
  • Continue surveillance of Washburn County Suicide rates
  • Continue & Support Community Events related to Mental Health Disorders including the Question, Persuade, Refer Program
  • Update Mental Health Resource Guide including Financial options. Distribute in both paper and electronic format
  • Continue & Support Community Education; Parenting, Stress Reduction
  • Explore Funding Options for additional Resources/Services
  • Continue to monitor Mental Health Provider/Patient ratio including exploring increased contracted services for clients with no pay source

Goal:

-Continue to Improve/Develop Safe Communities

Action Steps:

  • Support and Increase Memory Café and Alzheimer’s Respite Programs
  • Continue and Increase Infrastructure Upgrades; (City of Spooner CDBG & Shell Lake Project) Increasing Pedestrian Safety; sidewalk new/repair, widening of streets
  • Rice Lake Warming House and Homeless Shelter
  • Support and Increase Homeless Shelter options in Washburn County like St. Albans House

Goal: Increase the On Time High School Graduation Rate

Action steps:

  • Support and Continue Early Childhood Programs in all School Districts
  • Support and Continue 4 & 5 K Programs in all Schools Districts
  • Support and Continue HeadStart Programs
  • Support and Continue Mentoring Program
  • Support and Continue Charter Schools
  • Support and Continue WITC GED Completion Program in the Jail Setting
  • Support & Continue GED Completion Program and Job Skills Programs
  • Support & Continue College in the Jail Setting
  • Life Skills Classes in the Jail Setting
