Vision Statement: Creating a culture in communities where alcohol is used responsibly and other drugs (tobacco, prescription, and illicit) are not misused.

Goal Statement(s): 

  • Change social norms, attitudes, and behaviors around substance use.
  • Strengthen community collaboration around substance abuse prevention.
  • Increase funding for AODA prevention, treatment, and enforcement.

Strategies: 

  • Continue to engage new partners in the Marathon County Alcohol & Other Drug (AOD) Partnership and Western Marathon County Healthy Communities (WMCHC).
  • Coordinate partnerships to support local youth prevention efforts.
  • Outreach to local media to increase awareness about AODA issues.
  • Identify individuals and organizations to advocate for increased funding for AODA prevention, treatment, and enforcement.
  • Illustrate need for continued funding for AODA prevention, treatment, and enforcement for local activities.
  • Produce another Marathon County Youth Risk Behavior Survey aggregate data set.

Goal Statement(s):

  • Continue the collective efforts of the HEAL Coalition, striving to move to the "collaboration" status.
  • Identify aspects of healthy weight that are important to Marathon County residents.
  • Strengthen the link between healthy weight and economic prosperity.

Strategies: 

  • Continue implementation of Collective Impact framework to convene community and provide opportunity for increase collaboration.
  • Continue to implement Healthy Eating and Active Living Action Team work plans.
  • Identify local barriers and attitudes regarding healthy weight; identify barriers within underserved and underrepresented populations
  • Local government continues to invest in planning for alternative transportation (walkability, bikeability, bus options)
  • Organizations that provide "healthy weight" programs or initiatives collaborate to increase knowledge, referrals of services and reduce duplication of services.
  • Inform the public on the importance of healthy weight as a county strategy (linking the CHIP, Marathon County Comprehensive Plan, and the County of Marathon Mission/Vision Statement).
  • Determine local funding opportunities for a community campaign regarding the importance of healthy weight and where to find support.
  • Create shared measurement indicators for healthy weight, including identification of gaps in data sources
  • Compile list of accessible healthy eating/active living opportunities (trails, pools, farmers markets, equipment to rent, etc.), as well as process for updating established.
  • Include advertising/wayfinding for recreation facilities (community fitness centers, parks w/ active components)
  • Marathon County and local municipalies will adopt a Complete Streets Policy.

  • Evaluate current school curriculum and environment to determine level of recreational opportunities to expose youth to fun, healthy alternatives to traditional exercise. Consider minutes of instructional PE per week, units/topics covered, PACER scores, PEP grant outcomes, and Department of Public Instruction indicators.
  • Revise mapping of community assets (grocery stores, convenience stores, farmers markets, food pantries) and identify gaps (food deserts).

Oral Health

Vision Statement: Promote healthy teeth and the entire mouth such as gums, chewing muscles, palate, and tongue with the goal of being free of tooth decay, gum disease, oral cancer, and chronic oral pain.

Goal Statement(s):

  • Establish an oral health collaborative initiative in Marathon County that will focus community partners' efforts.
  • Further the integration of oral health within the delivery of health care.
  • Expand current oral health prevention programs and services.

Strategies:

  • Map current primary prevention initiatives/programs for oral health in Marathon County.
  • Determine the feasibility of expanding fluoride varnish program at Women, Infant and Children (WIC).
  • Re-establish on-call list of dentists between Emergency Room physicians and dentists from Bridge Community Health Clinic in the Wausau area. 
  • Implement a community education campaign about the importance of oral health.
  • Begin to implement action steps to further integrate oral health into the delivery of primary health care across the lifespan. 
  • Create standardized referral processes and procedures between primary care providers and oral health care providers.
  • Implement opportunites for interprofessional continuing education on oral health care. Implementation Phase - 2018, 2019
  • Expand oral health education at development screening days in schools (i.e. provide toothbrushes, floss, toothpaste)
  • Explore an oral health screening and case management service model for school districts..

Health Needs of Aging

Vision Statement: Developing and maintaining optimal mental, social, and physical well-being and function in older adulthood. This includes addressing basic needs, optimizing health and well-being, promoting social/civic engagement, and supporting independence.

Goal Statement(s): 

  • Establish infrastructure for aging-related service providers to collaborate.
  • Create or enhance centralized system for information-programs, services, and eligibility requirements.
  • Establish community messaging about "planful aging."

Strategies: 

  • Explore the creation of a Health Aging Collaborative initiative in Marathon County.
  • Explore a community awarenss campaign for healthy aging in Marathon County.
  • Create opportunities to build upon infrastructure of ADRC to improve the services offered to Marathon County, to include coordinators to offer classes, referrals, programs.
  • Create a mixed-media community awareness/education campaign on healthy aging.
  • Identify relevant policy opportunities at the local, state, and federal level regarding healthy aging, and hold educational sessions with legislature to discuss community needs regarding healthy aging.
  • Conduct feasibility study regarding establishment of satellite sites within libraries in rural communities for aging resources.
  • Determine the need and interest in the creation of a Senior Activity Center.
  • Explore funding opportunities to continue and/or enhance healthy aging programs.
  • Implement community awareness/education campaign on healthy aging.
  • Explore funding options for paraprofessionals to provide home-visits to elderly patients

Vision Statement: Promote well-being by preventing or intervening in mental illness such as depression or anxiety, along with preventing or intervening in substance abuse or other addictions.

Goal Statement(s): 

  • Increase the public's awareness of the importance of good mental wellbeing and community services available to support their mental well-being. 
  • Improve alcohol & other drug abuse and mental health treatment services.
  • Further integrate behavioral health within the delivery of health care.

Strategies: 

  • Create a structure to further partner conversations and aligns community efforts. 
  • Deliver further integration of behavioral health with primary health care. 
  • Continue to set up mental health outpatient satellite services in all schools to enable greater access to services for students and their families.
  • Determine opportunities to expand best practices to implement behavioral health best practices in other settings (i.e., child care, schools, youth and adult serving organziations).
  • Build on early childhood initiatives to increase affordable, quality childcare resources. 
  • Create shared goals and measurements for the Behavioral Health Collaborative Initiative.
  • Create a public awarness/education campaign about mental health and substance abuse and promote local resources.
  • Explore feasibility of implementing universal behavioral health screenings in schools within Marathon County.
  • Assess mental health outpatient satellite services in schools.
  • Create a comprehensive, person-centered treatment plan with clear resources identified for individuals who enter the criminal justice system.
  • Assess the effectiveness of treatment plans and approaches.

ACEs 

Vision Statement: Preventing or reducing the impact of potentially traumatic events that can have negative, lasting effects on health and well-being. These experiences range from physical, emotional, or sexual abuse to parental divorce or the incarceration of a parent.

Goal Statement(s): 

  • To establish an ACEs/TIC Collaborative Initiative in Marathon County.
  • Increase community providers and the public's understanding of the link between Adverse Childhood Experiences and overall mental and physical wellbeing.

Strategies: 

  • Explore the creation of a ACEs/TIC Collaborative Initiative.
  • Map what resources already exist and what organizations are doing locally regarding ACEs/TIC.
  • Include families and non-service providers in Collaborative Initiative.
  • Compile inventory of ACE/TICs trainings in Marathon County.
  • Deliver ACE Interface Trainings to community partners/organizations.
  • Determine the scope and role of existing community coalitions within ACEs/TIC work.
  • Determine shared goals and measurements for the ACEs/TIC Collaborative Initiative.
  • Set up public/private partnerships to promote ACES/TIC trainings throughout the community.
  • Draft a County Board resolution to support ACEs/TIC work in our community.
  • Create a provider support/collaboration group that meets regularly to provide networking and support to prevent burn-out.
  • Deliver ACE Interface Trainings to community partners/organizations.
  • Research evidence-based best practice strategies for Trauma Informed Care and ACEs among community sectors.
  • Secure commitment by community organizations to implement a best practice strategy in relation to Trauma Informed Care and/or Adverse Childhood Experiences (identified from research in 2018).
  • Create a social media campaign about ACEs.
  • Present and advocate for a County Board resolution to support ACEs/TIC work in our community.
  • Continue to expand and enhance provider support/collaboration group that meets regularly to provide networking and support to prevent burn-out.

Oral Health
